विषय: क्षेत्रीय रेलों पर अराजपत्रित कर्मचारियों के पारस्परिक स्थानांतरण संबंधी व्यापक नीति

पारस्परिक अदला-बदली आधार पर स्थानांतरण विनियमित करने और उसके बाद वरीयता का निर्धारण

करने से संबंधित नीति अनुदेश आईआरईसी वॉल्यूम-। के पैरा 230 और आईआरईएम वॉल्यूम-1989 संस्करण के पैरा 310 में अंतर्निहित हैं। ऐसे स्थानांतरण (स्थानांतरणों) करने के लिए समय-समय पर प्रशासनिक अनुदेश भी जारी किए गए हैं। अप्रचलित / पुराने अनुदेशों को समेकित करने और इनका अधिक्रमण करने की आवश्यकता को देखते हुए, इस परिपत्र में उक्‍त विषय पर अभी तक के पिछले सभी अनुदेशों के अधिक्रमण में सभी नवीनतम अद्यतन नीतिगत अनुदेश सूचीबद्ध किए गए हैं।

स्वयं के अनुरोध के आधार पर स्थानांतरण (Own Request Transfer)  के  सामान्य नियम

 

1. वरिष्ठता की एक ही यूनिट के भीतर स्वयं के अनुरोध पर स्थानांतरण के विचार करने पर रेलवे कर्मचारियों के वरिष्ठता का नुकसान नहीं होता है।

 

 ऐसे अनुरोध आम तौर पर पारिवारिक सुविधा या शैक्षिक सुविधाओं आदि पर आधारित होते हैं। जहां वरिष्ठता की एक ही यूनिट के भीतर अलोकप्रिय स्टेशन हैं और वहां से रेलवे कर्मचारियों ने स्थानांतरण की मांग करते  है तो ऐसे स्टेशनों पर सेवा की निर्धारित न्यूनतम अवधि और कर्मचारी के अधिकृत संख्या  सुनिश्चित  किया जाना चाहिए।  ऐसे स्थानांतरण की मांग के लिए, लोकप्रिय स्टेशन पर स्थानांतरित करने के लिए पंजीकरण की प्रक्रिया अपनाई जाएगी।

1. कोई भी रेलवे कर्मचारी जो किसी रेलवे/ डिवीजन/ यूनिट की रेलवे सेवाओं का सदस्य है, उसी ग्रेड में काम करने वाले किसी अन्य रेलवे/ यूनिट /डिवीजन के कर्मचारी के साथ या यदि उच्च/ विभिन्न ग्रेड में काम कर रहा है,   Para 226 of IREC Volume 1 में निहित प्रावधानों के अधीन स्वेच्छा से और बिना शर्त म्युचुअल ट्रांसफर की मांग कर सकता ।

 

2. डिवीजन से नियंत्रित पदों के लिए डीआरएम, कार्यशाला नियंत्रित पदों के लिए सीडब्ल्यूएम और जीएम या कोई निचला प्राधिकारी जिसे मुख्यालय नियंत्रित पदों के लिए शक्तियां सौंपी गई हैं, म्युचुअल ट्रांसफर के निर्णय लेने के लिए सक्षम प्राधिकारी हैं।

1. In view of enhancement of women's status in all walks of life and to lead a normal family life as also to ensure the education and welfare of the children, a concerted effort to increase representation of women in Central Government jobs has been made by posting both spouses mandatorily at the same station in following circumstances:-

 

(i) Where both the spouse are railway employees and belong to the same seniority units

 

The husband & wife, if working in the same Department and if the required level of post is available, should invariably be posted together in order to enable them to lead a normal family life and look after the welfare of their children especially till the children attain 18 years of age. This will not apply on appointment under the Central Staffing Scheme. Where only wife is a Government employee, the above concessions shall be applicable to the Govt. Employee. Hence, both the railway employees may be posted at the same station/place ensuring that one of them does not work as subordinate to the other.

Sub: Posting of husband and wife at the same station.

In view of the utmost importance attached to the enhancement of women’s status in all walks of life and to enable them to lead a normal family life as also to ensure the education and welfare of the children, the instructions regarding posting of husband and wife at the same station were issued vide Ministry of Railway’s letter No. E(NG)II/71rrR/14 dated 01.10.71, as reiterated in” letter No.E(NG)I-86/TR/14 dated 06/01/88. Pursuant to a recommendation of the 5th CPC, the scope of these instructions was further widened and detailed guidelines were issued vide this Ministry’s letter No.E(NG)I-97/TR/28 dated 05.11.97 in a consolidated form.

2.In the context of·the need “to make Concerted efforts to increase representation of women in Central Government jobs, these guidelines have been reviewed to see whether the instructions could be made mandatory. It has been decided vide Deptt. of Personnel &

3.The guidelines, as framed by DOP & T in view of the 6th CPC, have been examined in this Ministry and it has been decided to adopt these with certain modifications. Accordingly provisions of guidelines issued under Board’s letter dated 5.11.97 ibid have been modified as under :-
